Service Areas for Roof Replacement in Philadelphia, PA

Homeowners anywhere in Philadelphia, PA can send a roof request, and so can homeowners in five large townships in Montgomery, Bucks and Delaware counties. Every request goes to one independent local roofer, who handles the visit, the measuring and the written estimate. This page shows which places are included.

How the Service Area Was Drawn

The map starts with the city. Philadelphia and Philadelphia County share one border, so every address inside the city line counts, from the rowhouse blocks of South and West Philadelphia to the twins of the Northeast and the older stone houses of Northwest Philadelphia. The Census Bureau estimated 1,574,281 residents in 2025, and 51.8% of the city's homes are lived in by their owners.

Past the city line, the area covers Southeastern Pennsylvania only. Five townships made the list because each has a large number of owner-occupied homes and runs its own permit office. The area is described by town and county rather than by a circle on a map, and it stays on the Pennsylvania side of the Delaware River.

Each township is a separate municipality with its own rules, so each has its own page covering local permits, housing and storm history.

  • Philadelphia, PA (Philadelphia County). All city neighborhoods. Many homes are rowhouses with flat roofs that slope gently to a rear drain, and a re-roof here needs an L&I permit plus a contractor licensed by the City. See the full roof replacement guide.
  • Abington Township, PA (Montgomery County). A first-ring suburb directly north of the city, where roofing work is permitted apart from siding work and contractors sign up with the township. Read the Abington Township page.
  • Upper Dublin Township, PA (Montgomery County). North-northwest of the city, taking in Fort Washington, Dresher and Maple Glen. The township issues its permit before any work begins. Read the Upper Dublin Township page.
  • Bensalem Township, PA (Bucks County). Northeast of the city along the Northeast Philadelphia border, with contractors renewing a township registration every year. Read the Bensalem Township page.
  • Lower Merion Township, PA (Montgomery County). West-northwest of the city, home to many large older houses with slate or cedar, and a township limit on how many shingle layers a roof can carry. Read the Lower Merion Township page.
  • Upper Darby Township, PA (Delaware County, PA). Due west, next to West Philadelphia, with many rowhouses and twins. Contractors there need a township license on top of the state registration. Read the Upper Darby Township page.

Just Outside the Map?

Live in a Pennsylvania borough or township that isn't listed, perhaps one wedged between two of the towns above? You can still send a request. Put the town name in the form so the roofer knows where the house is. The roofer decides whether the address is within reach, and if it isn't, you'll be told so directly.

Wherever the house sits, the local municipality runs its own permit desk, and its rules may not match the city's. Ask the roofer early which office handles your permit and who will file it.
